    • PROBLEM TO BE SOLVED: To provide an image encoding device, an image decoding device and the like capable of appropriately selecting images with enhanced visibility at reproduction by a user or input images of actual brightness.SOLUTION: On the encoding side, an input image is divided into plural regions on the basis of an image value of brightness and pixel value distribution. Pixel value conversion information which includes a region to be subjected to a pixel value conversion for changing brightness in the plural regions and a conversion method is generated. According to the pixel value conversion information, the pixel value conversion is made on a specified region of an input image signal. The signal after the pixel value conversion is encoded to generate an encoded bit stream and is multiplexed with the pixel value conversion information. On the decoding side, the encoded bit stream in which the pixel value conversion information is multiplexed is decoded. The multiplexed pixel value conversion information is extracted. According to a reproduction image signal after being subjected to the pixel value conversion according to a setting input made by a user or the extracted image value conversion information, the reproduction image signal in which an inverse conversion is made on a pixel of a region after the pixel value conversion is generated from a decoded image signal.
