If an intra-prediction parameter indicates horizontal direction prediction processing, for a row within a predetermined number of rows from the upper end of the block, the intra-prediction means adds a value proportional to brightness value change quantity in the horizontal direction of a pixel adjacent upside to the block, to the brightness value of a pixel adjacent left to the block, so as to determine the added value to be a prediction value of the prediction image. For a residual row in the block, the brightness value of a pixel adjacent left to the block is determined to be a prediction value of the prediction image.
