    • PROBLEM TO BE SOLVED: To raise the possibility of relaying the communication flow of a terminal in a local area network by a more suitable router out of routers in the local area network. SOLUTION: A router in an LAN 100 transfers relay requests of communication flow according to the priority on an order table. When relay of communication flow can be received with no problem, each router permits relay and ends relay request processing. When relay is not permitted, the order table is not updated if a decision is made that the communication flow is permitted, but the order table is updated to exclude its own router if a decision is made that the communication flow is not permitted and the updated order table is transmitted to other router. After the relay request of communication flow is transferred entirely to a plurality of routers, the first router receiving the request twice among routers described on the order table performs relay of the communication flow.     • PROBLEM TO BE SOLVED: To select and execute a suitable hand over system according to applications and a terminal profile when automatically switching over base stations to continue a communication after moving out of one base station range to another.
      SOLUTION: In the communication method for a radio access system a mobile terminal makes a radio communication with a base station apparatus which relays a connection of the mobile terminal with an internet. The base station apparatus presents one or more executable hand over systems of an OSI layer 3 every mobile terminal, and the mobile terminal selects one of the presented hand over systems and informs the base station apparatus thereof. Thus hand over systems meeting requirements are individually presented according to mobile terminal characteristics, thereby providing an efficient communication method for the radio access system which lightens a network load as well as the loads on the mobile terminal and the base station.

Since optimum routing with the communication opposite terminal registered in the BU list at the time of start of handover can be released, the data packet loss from the communication opposite terminal can be reduced.
