SOLUTION: At the operation time of a plant, in an exhaust gas boiler 111, an overheated vapour is generated by a gas turbine exhaust gas through an exhaust pipe 56 and this overheated vapour is led to a vaporizer 105 and distilling plant 101 through the vapour pipe 54 branched from a main vapour pipe 57 to a steam turbine 114 and by heating a coarse fuel by a steam in the steam pipe 54 at the distilling plant 101, it is separated to the light fuel and the residual including the heavy distillate and the obtained light fuel is sent to a condenser 102 and after cooling here, supplied to the combustor 106 of the gas turbine 108 through a fuel tank 103. While, the residual is supplied to the exhaust gas boiler 111 through a fuel tank 109 and pump 110 and burned and the vapour is generated.

CONSTITUTION:A gas turbine is provided with a main combustor 3 and a plural number of combustors for start 8a, 8b,..., which are connected in parallel by a group of pipes 11 between a compressor 1 and a turbine 5. That is, the group of pipes 11 consist of a main pipe 12 which connects the compressor 1, a main combustor 2, and the turbine 5 and a plural number of crossover pipes 10a, 10b, 10c,... which are connected to the main pipe 12 in parallel. The main pipe 12 is provided with an air control valve 2 and a gas control valve 4. On the other hand, each crossover pipe 10a,... is provided with start control valves 9a, 9b,... upstream of the combustors for start 8a,.... At the time of change-over between the combustors for start 8a,... and the main combustor 3, each start control valve 9a,' is operated from open to close or from close to open sequentially.

In a calculating device 17, alpha=Lgen/F(P2) is calculated based on the air pressure P2 and the generator output Lgen. In a factor setting device 18, a bypass valve open degree setting signal CSO is set for the alpha calculated by the calculating device 17. The bypass valve open degree is controlled by the signal CSO.
