    • PROBLEM TO BE SOLVED: To quickly display the state of a display picture without malfunction at the time of the state change of a monitor scene by providing a motion detection circuit, a picture memory and a control circuit SOLUTION: The monitor scene inputted to an input video signal terminal 1 is inputted to a motion detection circuit 2 and a picture memory 3, and the detection circuit 2 detects whether the monitor scene is changed or not and inputs the detection result to a control circuit 4. The memory 3 is used for the purpose of not only repeatedly displaying data stored in the memory 3 but also freely changing the display picture size. Consequently, display of the monitor scene is possible without using the memory 3, and the memory 3 may be eliminated.
