The piping 19 for purging is constituted of peripheral directional piping 20 for circulating along the outer peripheral surface at the lower end part of the core metal 11, feeding piping 21 for feeding the inert gas to the peripheral directional piping 20, returning piping 22 for supplying the inert gas passing through the peripheral directional piping 20 to the upper part and blowing-out piping 23 for forming the rear-half part of the returning piping 22.
