      SOLUTION: A sponge-like body 30 with a predetermined thickness formed with open cells is stored in the cylindrical container 11 installed on the concrete surface 1, so as to come in close contact with the concrete surface 1. The cylindrical container 11 is filled with insulating water 12 so that the sponge-like body 30 is in a water absorbing state.
