    • PROBLEM TO BE SOLVED: To provide an actuator that can be loaded in a narrow space between a vehicle body and a bogie of a railroad vehicle even when the actuator is equipped with a hydraulic pressure source.
      SOLUTION: This actuator A is equipped with a cylinder C interposed between the vehicle body B and the bogie W of the railroad vehicle, and the hydraulic source 1 for supplying fluid pressure to the cylinder, and tilts the vehicle body B with respect to the bogie C. The actuator A is provided with a flow passage 14 for connecting two pressure chambers R1, R2 in the cylinder C, a damping force generating element 15 provided midway of the flow passage 14, an opening and closing valve 16 also provided midway of the flow passage 14, a drain passage 17 for draining back pressure of a valve element 16a in the opening and closing valve 16, a normally opened first switch valve 18 provided midway of the drain passage 17 for selectively releasing and shutting off the drain passage 17, and a second switch valve 19 also provided midway of the drain passage 17 for selectively releasing and shutting off the drain passage 17.

Further, by measuring the angle between the first link and the second link of opposite side of the excavation origin connected to the first link, then the posture of the second link is obtained from those observed quantities. When it is excavated one length of the link, and if two links are passed the same field path, the coordinate of the tip of the link in the piping can be serially calculated by using that the posture and position of the second link at the previous step becomes equal to the posture and position of the first link.
