The pallet cover 3 has a cover outer circumferential surface 3a substantially flush with an outer circumferential surface 2a of the pallet 2. The pallet cover includes a sleeve receiving groove 32 arranged in the vicinity of the cover outer circumferential surface 3a and for holding the sleeve 4, and a protrusion 31 combining a positioning element for positioning between the pallet 2 and itself by using a square hole 25a on the upper surface of the pallet 2 and a fixing element to be fixed to the pallet 2.
