摘要： PROBLEM TO BE SOLVED: To provide a runaway arrester which can ensure stable braking even in emergency and a carriage.SOLUTION: A runaway arrester 11, which is provided on a carriage 1 running on a rail 101, is equipped with: attackers 13, 14 which are provided to a wheel 5c of the carriage 1 and which are so displaced as to expand to a rotation diameter direction outer side by centrifugal force generated by rotation of the wheel 5c; a brake part 20 which is provided on a vehicle body 3 side of the carriage 1 and which starts braking operation for the carriage 1 when the attackers expanded to the rotation diameter direction outer side collide. The brake part 20 has brake members 25, 26 which are attached onto the vehicle body 3 side in the front or the rear of the wheel 5c. The brake members 25, 26 move and contact the rail 101 due to collision of the attackers 13, 14, and slide on the top face 101a of the rail to generate friction.
