SOLUTION: A fluid inlet/outlet port 2 and an air bleeding port 3 are provided on the top side H of a tank 1, and the whole of the tank 1 is rotated laterally or reversely. In the tank 1, an outside insertion pipe 20 whose forward end 20b extends to the vicinity of the bottom 1b of the tank 1, a float valve 30 disposed at the forward end 20b, and an inside insertion pipe 25, are provided. A space 40 is formed between the pipe 20 and the pipe 25 to store a fluid M flowing into the pipe 20 through the valve 30, when the tank 1 is rotated sideward or reversely, without allowing the fluid M to leak to the outside.
