A space 40 is formed between the pipe 20 and the pipe 25 to store a fluid M flowing into the pipe 20 through the valve 30, when the tank 1 is rotated sideward or reversely, without allowing the fluid M to leak to the outside.

SOLUTION: The device is formed by: forming a water holding tank 3 having a predetermined capacity in the front section of a tractor 1 via a mounting base 4; providing the mounting base 4 with a supporting section 10 allowed to attach a chemical tank 5 in the vicinity of the tank 3; connecting both the tanks 3 and 5 to the suction port of a pump 17 fitted to the mounting base 4 via a water feeding pipe 18 and a chemical feeding pipe 19; connecting a sprinkling nozzle 6 to the discharge port of the pump 17 via a liquid feeding pipe 20; fitting the nozzle 6 to a tilling rotary 2 mounted on the rear of the tractor 1; and providing the liquid feeding pipe 20 with a valve 33 designed to open/close a chemical fluid path in engagement with the vertical movement of the rotary 2, wherein the storage water in the tank 3 with the chemical liquid in the tank 5 are mixed while the pump 17 sucks them and the thus diluted chemical liquid is fed to the nozzle 6 via the pipe 20 to be sprinkled.
