An acceleration measuring part 36 (a triaxial acceleration sensor) of the cellular phone 3 measures the triaxial direction acceleration of the dump truck 2, and an acceleration measurement information generating part 30a composes the triaxial direction acceleration and acquires time series data of composed acceleration. The time series data are transmitted from the cellular phone 3 to an operation determining device 4 through a memory card 40. A dispersion computing part 42a of the operation determining device 4 computes the standard deviation of the composed acceleration based on the time series data of the composed acceleration. An operation determining part 42b determines the operating situation of the dump truck 2 based on the standard deviation of the composed acceleration. Computation of the standard deviation of the composed acceleration and determination of the operating situation of the dump truck 2 are repeated according to the time series to acquire the time series data of the standard deviation of the composed acceleration and the time series data of the operating situation of the dump truck 2.
