The inner unit is displaced with respect to the outer unit from an initial position where the inner needle passes through the outer needle and protrudes from a leading end of the outer needle, to a receding position where the inner needle is stored inside the inner cavity of the shield. The outer unit is deformed by being subjected to an external force so that the inner unit cannot move toward the receding position by a reaction force received by the inner needle when a puncture is formed by arranging the inner unit in the initial position. Thus, the inner unit in the initial position can be held via the outer unit.
