    • PROBLEM TO BE SOLVED: To provide a steel sheet which is surface-treated with a chromium-free surface-treating agent and has superior corrosion resistance and fingerprint resistance.
      SOLUTION: The surface-treated steel sheet has (I) a highly corrosion-resistant underlayer film with a dry film thickness of 0.01 to 1 μm, and (II) a fingerprint-resistant film with a drying film thickness of 0.2 to 3 μm, sequentially formed on a metallic steel sheet, wherein the highly corrosion-resistant underlayer film (I) is formed from the surface-treating composition for the underlayer film comprising; (A) titanium obtained by mixing at least one titanium compound selected from the group consisting of a hydrolyzable titanium compound, a low condensation product of the hydrolyzable titanium compound, titanium hydroxide and a low condensation product of titanium hydroxide, with hydrogen peroxide water;(B) an organic phosphate compound; (C) a water-soluble or water-dispersible organic resin; (D) a metavanadate; (E) zirconium fluoride; and (F) zirconium carbonate.

      SOLUTION: This hydroxyl group-containing acrylic resin for a coating material characteristically has the ratio (Mw/Mn) of weight-average molecular weight(Mw) to number-average molecular weight (Mn) measured by GPC(gel permeation chromatography) method of ≥3 in a copolymer obtained by copolymerizing a monomer mixture comprising (a) a benzene ring-containing polymerizable unsaturated monomer, (b) a hydroxyl group-containing polymerizable unsaturated monomer and optionally (c) another polymerizable unsaturated monomer, having 20-70 wt.% content of the benzene ring-containing polymerizable unsaturated monomer (a) in the presence of a specific tetrafunctional organic peroxide. This coating material composition characteristically contains the hydroxyl group-containing acrylic resin and a curing agent.
