    • PROBLEM TO BE SOLVED: To accurately inspect a background skin of a steel plate without the need to change an incident angle or the like depending on a resin component.SOLUTION: A surface inspection method of a steel plate with a resin coating film includes a process to irradiate a sheet-like light linearly polarized at a predetermined polarization angle to a steel plate at an incident angle different than a Brewster angle of a coated film by a predetermined angle or more, and a process to image a linear polarized light with a polarization angle of 0° at a light-receiving angle shifted by a predetermined angle with respect to a regular reflection angle of an incident light. Thus, reflection from the coated film is suppressed, abnormality of the coated film itself is not observed, and the background of the steel plate can be observed, thereby enabling high accuracy inspection. Further, the background skin of the steel plate can be inspected accurately without the need to change the incident angle and the light-receiving angle depending on a resin component.
