A protrusion 50 which opposes the external peripheral face of the flexible pipe 300 is formed at the internal peripheral side of the seal material 22, and the protrusion 50 is engaged with a trough part 312 of the flexible pipe 300 by inserting the flexible tube 300 into the pipe penetration hole 60 of the seal material 22 while getting over a mountain part 310 of the flexible tube 300.
