    • PROBLEM TO BE SOLVED: To provide a water electrolysis device that can electrolyze a very small quantity of water, and moisture in gas, such as vapor, and a solid, such as a rock by 100%, and hence can rapidly analyze hydrogen isotope ratio and oxygen isotope ratio regardless of a very small quantity of moisture, and to provide a pretreatment method of mass spectrometry. SOLUTION: A fluororesin-based ion exchange film in which platinum, iridium, rhodium, or an iridium-rhodium alloy is subjected to electroless plating is pinched by an anode made of platinum-plated porous titanium, and a cathode made of metal in which thermal conductivity at 0°C is 100 Wm -1 K -1 or higher, and the anode and the cathode are cooled to a dew point or lower, thus condensing moisture that is injected to the side of the cathode for contacting and applying a DC current between the anode and the cathode and hence performing electrolysis by a constant voltage and a constant current, generating oxygen gas by the anode, and generating hydrogen gas by the cathode.
