The first heat insulation material 10 is arranged along with an inner side surface of the fabric foundation 33 while being spaced apart from an upper surface of the installation concrete 32 through a spot where the solid preparation is constructed. The second heat insulation material 35 is arranged along with the upper surface of the installation concrete 32 while being spaced apart from the inner side surface of the fabric foundation 33 through the spot where the solid preparation is constructed. The passageway 7 is formed from a lower surface of the first insulation material 10, a side surface of the second insulation material 35 opposed to the fabric foundation 33 and an upper surface of the solid preparation and medicines are supplied to the passageway 7 after the lapse of a predetermined period therefrom, thereby scattering the medicines over the solid preparation 5.
