The relief valve 33 is provided with a recessed part 35 opening upward which is formed integrally with a fixing part 32 of the elastic movable film and the relief valve 33 confronting with it and the relief valve 33 is formed to have thick wall and an open/close adjusting groove 37 is provided at a base part of an inclined wall and the relief valve 33 of this part is arranged as a local thin wall part 38 for bending and used as a bending starting point on opening and closing the relief valve 33.
