If the fail-safe relay 47 is in on-fault when a second switching element 46b is turned on with the power relay 43 and the fail-safe relay 47 kept off, the voltage VMN of the first output terminal TM1, which should be otherwise held at pull-up voltage, is lowered to 0 V equal to the voltage of a second output terminal TM2 short-circuited to the low-voltage terminal TL. Thus, any on-fault in the fail-safe relay 47 can be detected without fail.
