The evaluation section 6 evaluates that a section having the largest sum of the zero-phase current concentrated in the section between the spots to be monitored is a ground fault section on the basis of the value of the zero-phase current held by the ground fault detection section 3 and the ground fault phase and the direction of the ground fault spot derived by the ground fault phase derivation section.
