In the state where the signal for providing the connected state is inputted, the cutoff switch 403 provides a state where charging/discharging can be performed and in the state where the signal for providing the connected state is not inputted, the cutoff switch 403 provides a state where charging/discharging is cut off. The power storage function module 206 includes controllers CNT1-CNTz for determining a state of the power storage function module 206 and switches SW1-SWz which is brought into open state when abnormality is determined. The switches SW1-SWz are disposed on a signal line 405 connecting the controller CNT0 and the output cutoff switch 403.
