摘要： PROBLEM TO BE SOLVED: To provide a congestion information distribution system capable of specifying and reporting an event to be a cause of traffic congestion in an early stage without depending on information from a road IT infrastructure system, and to provide a server, an on-vehicle terminal, and a program.SOLUTION: An on-vehicle terminal 20, when recognizing that a vehicle is involved in congestion from the traveling state of a vehicle, analyzes voice data recording voices uttered by a driver or a passenger in the vehicle. The on-vehicle terminal 20, when detecting characteristic voices from keywords, emotion, change in voices, transmits the voice data to a congestion information distribution server 10. The congestion information distribution server 10 extracts the keywords related to causes of the congestion from the voice data, summarizes the causes of the congestion on the basis of related congestion information, and determines that the cause of the congestion is indicated by a key word for the cause of the congestion, when a summary value of certain keywords for the cause of the congestion exceeds a threshold.

In-zone location registers(VLR) 107a and 107b report the position information of mobile terminals (MS) 102a to 102c and the IP addresses of data terminals connected to the MSs to the PGWs and if the IP address reported to the PGW belongs to another IP sub-network, the PGW informs the PGW corresponding to another IP sub- network that the PGW itself is the transfer destination. The PGW manages the position information of the MS to which the data terminals are connected based on the reported contents and performs packet routing based on the management contents.
