      SOLUTION: The method comprises the steps of installing irradiation means 2 for irradiating the inside of a reactor 1 with the ultraviolet light having at least two wavelength peaks, generating a two-phase flow 10 containing a fine air bubble of gas 8 by injecting the gas 8 into a part of treated water 6 by air bubble generation means 4, injecting the generated two-phase flow 10 from air bubble injection means 11 into the reactor 1, receiving the ultraviolet light having at least two wavelength peaks radiated by the irradiation means 2 into water to be treated 5 flowing from an injection port 12 in the top of the reactor 1 while the fine air bubble 9 is retained, and discharging it from a discharge port 13 in the bottom of the reactor 1 as the treated water 6.

When the vibration of the operation signal SU is detected, the parameter of a controller 20 is set to a predetermined value for attenuating the vibration. Furthermore, the vibration of the deviation signal EY is evaluated, and when it is decided that the vibration of either the operation signal SU or the deviation signal EY is not present, the parameter is reset to another predetermined value or the original value. Thus, it is possible to suppress the hunting of the operation signal, and to protect instrumentation equipment such as a valve. Thus, it is possible to improve the quality of a product manufactured by equipment to be controlled as a result.

If the membrane filtration module is exchanged using, for example, ad hoc communication, the adjustment of the communication system is not needed anew. Although passage light of the filtration filter is set to a certain level because the capture of an impurity material is little when there is no leak from the filtration membrane, the passage light is reduced because the impurity material that leaks into the filtration water can be captured by the filtration filter and light is shaded by the captured impurity material of the filtration filter. The leak due to the filtration membrane failure can be detected and the failure is detected.
