      SOLUTION: A center device detects a main branch node by a main branch node detection part from probe data received from an on-vehicle terminal device. A probe data dividing part divides the probe data into probe slices with the main branch node. A route dividing part divides an initial route generated by an initial route generation part based on the designated starting place and destination, and a derivative route generation part generates a derivative route formed by replacing the divided route with the probe slice. A route selection part scores and selects each derivative route, and provides a recommended route to which know-how of easiness of traveling or the like included in the probe data is reflected.

SOLUTION: Principal component analysis is applied to probe traffic information collected in the past in each area, and a base showing high correlation of the road link wherein the present probe traffic information is collected is selected from a base related to the traffic information calculated for a link group in the area. Composite strength of each the base related to the present probe traffic information is calculated from the selected base for the link group by projection. By linearly composing the respective bases with the calculated composite strength as a coefficient, estimated traffic information in the link group is calculated, and the calculated estimated traffic information is set as complementary information with respect to the link having no present probe traffic information.
