SOLUTION: The system uses terminal devices, such as ATMs, sales store terminals or kiosk terminals. A personal identification means is substituted, by using cash card and cash card password number or biometric authentication, namely, authenticating information in general service (in an accounting system). A (portable) terminal having a unique ID which the user uses is obtained and utilization registration is carried out, by associating the user information with the unique ID of the (portable) terminal.
