A function extending an argument time is provided according to a state of the argument. Thereby, the following problems are solved: (1) in a decision making meeting such as a review meeting, when the argument about a solution or the like to an item that is a topic for the discussion is started, about ten minutes generally lapses in an instant; and (2) because contents of the argument are occasionally contents solved by the argument by one or two persons, it is often the case that it is not necessary for all the members to argue.
