Accordingly, the car and the counter weight are decelerated when the car and the counter weight approach, and damage when the car and the counter weight are brought into contact with each other can be suppressed.

When performing direct communication by using the interphone 2, and when the volume of the noise is determined to be larger than an allowable value, the remote monitoring device 6 transmits a control signal to a control panel 5 to suppress the volume thereof.
