The water cut-off member 6 is arranged under the saddle portion 5b to envelop the connecting hole 2a. The water cut-off member 6 is made of soft rubber material having rubber hardness of 0 to 5 (type A Durometer). The presser cover 7 is placed on an outer surface of the saddle portion 5b, and the presser cover 7 presses the saddle portion 5b and the water cut-off member 6 to the pipe 2 with ribs. The water cut-off member 6 is contracted and deformed to burry the ribs, and the interval between the saddle portion 5b and the pipe 2 with the ribs are water-tightened.
