SOLUTION: A computing part of a governor is formed so that a water quantity adjusting means in closing motion temporarily turns to opening motion in a former half of a first rotating speed lowering curve after at least it turns to lowering from first rotating speed rise at the time of cutting off a total load through a first peak at the time of a power generating mode and at the time of cutting off a load when generated electric power of a power generating motor is suddenly cut off and the aforementioned first rotating sped lowering stops at rotating speed higher by more than 1/3 (first peak value-rated rotating speed) than rated rotating speed and starts to rise again on a pump hydraulic turbine furnished with a runner connected to the power generating motor, the water quantity adjusting means to adjust water quantity passing through this runner part and the governor to control the aforementioned water quantity adjusting means so that rotating speed of the aforementioned runner keeps specified rotating speed and formed free to drive in both modes of pumping and power generation by changing a rotating direction of the aforementioned runner.

    • PROBLEM TO BE SOLVED: To absorb and discharge the effective power of an induction motor by a method, wherein the rotational speed of a shaft is controlled on the basis of the frequency of a detected power system or on the basis of its change. SOLUTION: In an adder 30, the difference εNa between a set speed No , which decides the steady speed of a rotating body 2 and an actual rotational speed N, is derived. Then, in a speed control part 31, an effective-power command P×1 is given to a generator/motor 1, in such a way that the difference εNb becomes zero and that the stability of the speed control system of the rotating body 2 is ensured. Then, the difference Δf (f1) between the frequency (f) of a power system and its rated frequency fo is input to a speed-change-rate computing part 24. When a speed change rate becomes higher than a positive side prescribed value or lower than a negative side prescribed value through a dead-band element 25, an effective-power command P×2 which is increased or decreased according to an overshoot portion is output. The effective-power command P×2 acts in a direction in which the driving output of the generator/ motor 1 is increased when the frequency (f) is raised suddenly, and consequently when the difference Δf is raised suddenly, it acts in a direction in which the driving output is decreased when the frequency (f) is lowered suddenly.

    • PROBLEM TO BE SOLVED: To prevent water thrust from abnormally increasing by closing a guide vane quickly directly after interception and slowly after a first peak value of rotating speed, so that at full load interception, first and second peak values in a specific relation appear in water pressure of a pipe line on the upper stream side respectively before the first peak value of a runner rotating speed and directly after exceeding it. SOLUTION: At full load interception, the opening of a guide vane is controlled so that a first peak value Ha appearing on the pipe line water pressure on the upper stream side before rotating speed of a runner 1 becomes the first maximum rotating speed Np, and a second peak value Hb appearing on the process in which rotating speed of the runner 1 falls after the maximum value Np are in relation of Ha≈Hb or Ha>Hb. For controlling in this way, at first the opening of the guide vane is quickly closed before rotating speed of the runner 1 is raised by load interception and reached to the first maximum rotating speed Np, so as to restrain the rising width itself of rotating speed, and after reaching the first maximum rotating speed Np, it is closed at lower speed than the speed directly after interception, and hence irregular pulsation of S-shaped characteristic is restrained at minimum.

CONSTITUTION:A generator motor 2 is controlled through an electric power controller 7 and an electric power converter 3 by setting an appropriate rotational speed command with a rotational speed functional generator 50, and putting out an electric power control correction signal from a generator 16 based on the deviation from an actual rotational speed N, as against the total head H and electric power command Po from the outside. Furthermore, a guide vane functional generator 60 sets the opening of a guide vane which controls flow, and a controller 9 controls the guide vane opening of a pumpturbine 4 based on the deviation from an actual opening Y. The relationship between the response of a flow control system deltay/deltat and the response of a rotational speed control system deltan/deltat is so set here to become deltay/ deltan. pp/deltay+ pp/deltan>0 from the dimensionless opening y of a flow adjusting means, rotational speed n and the input pp of the pumpturbine 4.
