In a representative color component extraction processing part 13, the color components of the highest frequency of the meshes to be the retrieval objects are extracted. In a retrieval execution processing part 4, the representative color components are evaluated, an evaluation value is determined and the still picture having the evaluation value which is higher than a reference value is defined as a retrieval result. A retrieval result display processing part 15 outputs the result to a display device 3.
