SOLUTION: Congestion information detected in each communication module in a local system network 200 is distributed for an autonomous period and collected by a radio communication system via a radio antenna 280. The radio communication system 300 acts like a kind of database and predicts congestion based on the congestion information of a packet exchange 250 obtained by a server 240 of a relay system network 210. When the radio communication system 300 predicts congestion, the predicted congestion information is sent to a congestion detection section 270 of the local system network 200 via the radio antenna 280 again. Each communication module controls a packet transmission rate of a multiplexer circuit 260 based on the predicted congestion information to control congestion in the packet exchange 250.

The cell buffer 20 accumulates the inputted ATM cells for respective interfaces 6-1 to 6-N becoming output paths and transfers them to an AAL processing part 30 in accordance with a scheduling condition. Line corresponding parts 5-1 to 5-N extract data from a time slot allocated to the interface of the output path of data and execute processings for the respective interfaces 6-1 to 6-N. Thus, the fluctuation of the ATM cell, which is generated in a transmission section, can be absorbed by the cell buffer 20.

A processed signal is sent to a high speed interface part 500 by using a time slot which is previously allocated on a time division bus 600. The high speed interface part 500 once stores the signal received from the time division bus 600 in a buffer and executes the processing of a common part with respective signals generating the ATM cells stored in a pay load on the signal and transmits the generated ATM cell to the high speed transmission line by multiplexing them.

The transmitter side interface sections 110-1 to 110-N demultiplex cells transferred from the switch section 100 and multiplex the cells with cells corresponding to the CPS packet output path.
