When the operator leaves the system, the seat leaving button in the seat leaving window is clicked with a mouse, etc. Then while the operator 5 leaves the system, the display screen can only be read and operation accompanying access to the network 2 or information processing system 3 is inhibited.

These management information are dispersedly stored in the nodes and used for the control of communication, etc. If the constitution of a network is changed due to the movement of arrangement of nodes, etc., a manager performs communication with the node storing the corresponding management information, to update the management information via a management node 2100, etc.
