Or when it is difficult to return said relationship to the optimum running point, and alarm can be given to stop a main engine. Thus, the safety of control performance can be improved.

CONSTITUTION:The blade shape of a guide vane on each of the upper and lower cover sides is made equal. As for the blade shape at the intermediate position on the upper and lower cover sides, the blade thickness ts at the intermediate position 2c between the blade front edge 2a and a rotary shaft position 2d is made 1.3 times of the blade thickness tA on the upper cover side at the same position 2c, and the part between the intermediate position 2c, blade front edge part 2a, and the rotary shaft position 2d is smoothly joined in an circular arc. The part from the rotary shaft position 2d to the downstream side blade rear edge 2b is formed to the same shape to that on the upper cover side. Each of the blade shape on the upper cover side, blade shape at the intermediate position between on the upper and lower cover sides, and the blade shape on the lower cover side is constituted of each smoothly curved surface. Accordingly, even if a water stream VB flows in the flow angle which does not conform to the direction of the blade at the intermediate position between on the upper and lower cover sides, exfoliation of water stream from the blade surface on the outside diameter side is prevented.
