SOLUTION: When a crime prevention terminal 3 responding to an incoming call from a facility monitoring device 2 detects a communication fault, a line connection demand is transmitted to a second communication means 1e of a facility terminal 1 from a second communication means 3e of a burglar prevention terminal 3, and a telephone line 5 and the facility terminal 1 are connected with a line switching means 1c. At the same time, the connection between the telephone line 5 and the burglar prevention terminal 3 is released by the line switching means 3c and a normal state is recovered.

Only the alternating current component superposed by the flickering of the fluorescent lamps ST1-STn is taken out from a consumed current of the fluorescent lamps ST1-STn, and the component is compared with the reference value to determine the abnormality.
