When the controlling means 5 determines that heating is necessary, it controls the temperature on the basis of the temperature information of the temperature detecting means 6 to keep the water temperature inside the inner pot 2 at a higher temperature during the stand-by time, for the shorter the stand-by time, and heats the inner pot 2 by the heating means 4.
