SOLUTION: A steam turbine (10) includes a steam turbine casing (26), a rotor (12), and at least one compliant plate seal assembly (24) situated between the casing and the rotor. The compliant plate seal assembly includes a support member (28) being stationary with respect to the casing, a plurality of plate members (48) movably mounted to the support member and extending toward the rotor, each plate member being inclined with respect to a rotation direction of the rotor, and an actuator (32) for selectively exerting a pressure to retract the plate members in a direction away from the rotor. A first leak off line 120 fluidly couples a first stage 122 of a turbine section to a packing 112 upstream of a stepped portion 110 on the rotating shaft 98; a second leak off line 130 fluidly couples a second stage 132 of the turbine section that is subsequent to the first stage 122 to a step area 134 upstream of the stepped portion; and a connection line 140 fluidly couples the first leak off line 120 to the second leak off line. The lines include control valves on which a controller 150 actively controls the net thrust by regulating thrust pressure on the stepped portion by using steam from the first and the second stages of the turbine section. The controller also prevents damage on an active retractable seal 114 by use of the control valves.

A first leak off line fluidly couples a second stage of a turbine section having different pressure from that of a first stage to a step area immediately adjacent to a stepped portion; and a connection line fluidly couples the first leak off line to the second leak off line. The lines include control valves on which a controller controls the net thrust by regulating thrust pressure on the stepped portion using steam from the first and the second stages of the turbine section. The controller can also prevent damage to an active retractable seal by using the control valves.
