An FX storing and converting device 12 and an internetwork connection switchboard 10 on an incoming side inquires the congestion state of the device of the switchboard 9 through a control-signal transmitter-receiver 10d under the control of a central controller 10b in response to communication calls from terminals 3 and 4. The switchboard 9 reads the congestion state of the device 11 and then sends it to a switchboard 10 through a control-signal transmitter-receiver 9d. On knowing the congestion of the device 11, the switchboard specifies the communication calls from the FX terminals 3 and 4, equipped to the local switchboards 7 and 8, to the device.
