The generation part generates a histogram of luminance values of pixels contained in an image. The luminance value calculation part calculates a first luminance value that is equivalent to a predetermined ratio starting from a larger luminance value and a second luminance value that is equivalent to a greater ratio than the predetermined ratio for the histogram generated by the generation part. The selection part compares the first luminance value and the second luminance value that are calculated by the luminance value calculation part and selects the third luminance value based on a comparison result. The correction part corrects tones of luminance values allocated to pixels with the third luminance values selected by the selection part.
