On the basis of the measurement information 11a, an arithmetic unit 12 determines a value of a parameter used for an evaluation model to calculate the relation between the resource quantity and the calculation time. The arithmetic unit 12 calculates variation of the value of the parameter when the difference between the calculation times indicated by the measurement information 11a and calculation time calculated according to the evaluation model is allowed to be widened to a threshold value. The arithmetic unit 12 outputs information indicating influence of the variation of the value of the parameter on the relation between the resource quantity and the calculation time.
