A position information acquiring means 202 acquires the current position of the call incoming side terminal equipment. A distance calculating means 203 calculates a distance between the current position of the call incoming side terminal equipment and the position of the call originating side terminal equipment. While referring to a unit call tariff storage means 230a, a unit call tariff extracting means 204 extracts a unit call tariff corresponding to the call originating side terminal class, call incoming side terminal class and distance for each piece of call incoming side terminal equipment. A selection and report means 205 selects the call incoming side terminal equipment showing the bottom value among these tariffs and reports to a call originating side communication network.
