Then, the GW device determines node devices for executing data transmission by a broadcast based on stored information. The GW device notifies the determined adjacent node devices of being selected to execute data transmission by a broadcast. After performing notification, the GW device transmits data to the determined adjacent node devices by a broadcast based on the stored address information or route information.

The first node device, on deciding that the first relay device cannot communicate with the server, transmits a second data frame including the target data to a second relay device among the plurality of relay devices. The second relay device transmits to the server a third data frame including the target data.
