Further, the cell management method and apparatus selects a standby cell CLp_002 (frequency F 0 ) at a higher-order of the active cell CLw_021 whose cell utilizing rate indicates a low load state as an extension candidate, and selects the active cell CLw_021 and the active cells CLw_022, 023 at other lower-order belonging to a standby cell CLp_002 as reduction candidates. The cell management method and apparatus determines standby cells (e.g. CLp_011, 012) to be switched to the active cells and the active cell (CLw_001) to be switched to the standby cell within an upper limit number of the active cells among standby cells CLp_011, 012, 002 being the extension candidates and the active cells CLw_001, 021 to 023 being the reduction candidates.
