      SOLUTION: Each of time serial images is divided into a plurality of blocks, and the blocks are compared with corresponding blocks of a background image by a block unit to calculate nonsimilarity between both blocks, and the presence of the moving object within the block is determined when the nonsimilarity is a reference value or more. An outline of a moving object area is recognized quickly in the block unit, in the first step, and only the area is corrected in the block unit, in the second step. The reference value is made larger in the second step than that in the first step, a block size is made smaller in the second step than that in the first step, the isolated moving object block is integrated with a moving object cluster near thereto in the second step, alternatively only a brightness component is used in the first step and a color component is used in the second step. When the same moving object is separately recognized even executing any thereof, the reference value is made smaller in the second step than that in the first step.
