The forwarder stores data received from the LAN access point, and transmits the data when becoming communicable with the access point in the global network. The LAN access point determines whether data can be transferred securely to a particular transmission destination, and by selecting a forwarder having high possibility to transfer to the transmission destination, transmits the data to the forwarder.
