The restriction instruction unit transmits, to the restriction unit, a restriction instruction, while also including the upper-limit number of requests, instructing that connection requests exceeding the upper-limit number of requests be discarded. The restriction unit discards, on the basis of the restriction instruction, connection requests exceeding the upper-limit number of requests.
