The management unit is provided with a detection unit, a determination unit, and a restriction instruction unit. The detection unit detects, on the basis of a call connection value which is a value indicating the success or failure of a call connection performed by each call connection device, whether each call connection device is in a congestion state. When one of the plurality of call connection devices is detected to be in a congestion state by the detection unit, the determination unit determines, by using a call connection value pertaining to the one call connection device, the upper-limit number of requests which is an upper-limit value for the number of connection requests inputted to the plurality of call connection devices. The restriction instruction unit transmits, to the restriction unit, a restriction instruction, while also including the upper-limit number of requests, instructing that connection requests exceeding the upper-limit number of requests be discarded. The restriction unit discards, on the basis of the restriction instruction, connection requests exceeding the upper-limit number of requests.
