SOLUTION: The pretreatment of waste such as incineration ashes before reclamation is carried out by being divided into a plurality of pretreatment periods. In each pretreatment period, the amount of sprinkling water is reduced sequentially in accordance with the elution condition of salt from the waste. Thus, by reducing the amount of sprinkling water according to the elution amount, water-sprinkling can be carried out efficiently by reducing the total amount of sprinkling water that is needed for the pretreatment. Thereby, compared to the conventional water-sprinkling treatment with uniform water amount, for example, the reduction of elution amount by EC value of salt and so on from the waste is carried out in a short time.
