In other words, when the length of a minor axis of a substrate of the ellipsoidal form is "a" and the length of a major axis of the same is "b", and an angle θ is defined by the optical axis of the outgoing light from the LEDs and the minor axis of the ellipsoid, relational expression of Σf(θ)/b≥Σf(90°-θ)/a is satisfied so long as the luminous intensity of LEDs in the direction of the minor axis is f(θ) and the luminous intensity of LEDs in the direction of the major axis is f(90°-θ).
